Abstract
Water scarcity and water pollution are today viewed by many as the most urgent environmental problems facing the region, and could result in famine, economic crises and even regional wars. The study is presented that indicates that trade in water rights could improve the welfare of each participating party, and increase efficiency of regional water use.
