Abstract
The article discusses the causes of variations in regional war and peace-building activities in the post-Cold War era. The development of a regional- and international-security theory is discussed, which includes the association of regional conflicts with ethnonationalism and territorial states that do not adequately represent ethnic groups. Topics include: the influences of global power distribution and the strength of domestic power within states on the patterns of regional war and peace outcomes; the state-to-nation imbalance that underlies the propensity for war; and the demographic and historical aspects of regional state-to-nation balance.
