Abstract
Socio-economic changes in Russia and in other East-European countries, connected with the introduction of land tenure cost indices, housing resources and services sphere privatization, large state enterprises disintegration have raised a question of town-building with its hardly solvable problems in these countries, effective use of town territories being one of them. In the practice the situation has become complicated for lack of town-building legislation in the transition period, due to high rates of inflation, land abundance conceptions, typical of the socialist town-building. In the present paper an attempt has been made to analyze a complex of factors influencing town-building practice under conditions of transition and to determine the primary measures of town territories intensification in the transition period.
