Governance and policy making: The mismatch between the challenges Israel faces and its capability to govern

This article aims to present the increasingly important gap between the mode of governance of the State of Israel and the challenges it faces. These problems are rooted not only in Israel's civic and political culture, but also in the decline of social solidarity and citizen confidence in government. A presentation of the main problems facing the State and Israeli society leads to a distinction between the political and social divisions crossing the country. These divisions and these difficulties will lead to an evolution of the political and civic culture of the citizens of Israel who will seek to develop a new approach to public services, developing them without relying on the public authorities. This new civic and social culture is an expression of the difficulties of the Israeli mode of governance. Based on an analysis of the institutions, it is possible to make several proposals for public policy development and more effective governance in Israel.
