GHG emissions reductions in Israel: ramifications for employment

Abstract

This paper examines the ramifications of the Israeli Government’s goals aimed at the reduction in greenhouse gas (GHG) emissions by the year 2030 with respect to their effects on employment within the Israeli economy. These goals were presented to the United Nations Framework Convention on Climate Change (UNFCCC), which met in Paris in December, 2015. This is the
first comprehensive investigation of the effect on employment as a result of a far-reaching program to reduce GHG emissions in Israel. To measure these effects we used Israel’s input /output tables. By means of input / output models we measure direct, indirect, and induced employment created as a result of specific changes in final demand resulting from increases in spending for (i) energy efficiency programs, (ii) renewable energy and (iii) public transport. Our
findings support the hypothesis that green growth will have a positive effect on the level of employment in Israel as a result of these investments.
