Abstract
בג"צ 4112/99 נחשב לאחד מפסקי הדין המשמעותיים ביותר הנוגעים ביחסי יהודים-ערבים בישראל. הוא מכיל את הדיון המקיף ביותר במעמדה המשפטי של השפה הערבית וחשיבותו העיקרית היא במחלוקת המתגלעת בו ובאופן הכרעתה. המחלוקת מעלה גם שתי שאלות חשובות נוספות: 1. מהותו ומעמדו של המיעוט הערבי-הפלסטיני. 2. תפקידו וגבולות תפקידו של בית המשפט העליון בחברה דמוקרטית שסועה
