Abstract

Addressing food loss is considered one of the major global challenges of the 21st century. According to the United Nations, approximately one-third of all food produced worldwide is lost or wasted – a phenomenon with far-reaching economic, environmental, and social consequences. Reducing food loss and food waste can help conserve substantial resources such as energy, water, land, and chemicals; lower greenhouse gas emissions and air pollution; and decrease waste management costs.As part of the development of Israel’s National Food Loss and Food Waste Reduction Plan – within the framework of the National Food Security Strategy – led by the Ministry of Environmental Protection and the Ministry of Agriculture and Food Security, the drivers and dynamics of food waste in Israel were closely examined. This process included multi-stakeholder dialogue sessions across the food value chain, alongside comparative research.This article outlines the methodology and phases of the consultation process, presents the key findings from the stakeholder discussions, and explores how the process contributed to shaping a policy grounded in evidence and broad consensus. The process emphasized the systemic complexity of food loss and food waste in Israel, and the insights gained to support the evaluation, analysis, and prioritization of integrated strategies that combine a range of policy tools.
