Abstract

A milestone occurred in 2018 when the Association of University Heads, Israel (VERA) approved the university library directors’ request to begin a free Interlibrary Loan (ILL) pilot at 22 university libraries in eight Israeli universities: Bar-Ilan University, Ben-Gurion University of the Negev, University of Haifa, Hebrew University of Jerusalem, The Open University of Israel, Technion – Israel Institute of Technology, Tel Aviv University, and the Weizmann Institute of Science. The pilot's aims were the removal of the economic burden on research students, especially in the humanities and social sciences, encouragement of the use of ILL for research and study purposes, increased patron satisfaction, and streamlining of processes.This article reviews ILL services in the university libraries prior to and during the pilot and discusses the considerations that influenced the decision to offer free ILL services at Israeli universities. In addition, it presents some of the results of a satisfaction survey sent to ILL librarians during the second year of the pilot. The purpose of the article is to describe a case study of the successful cooperation between the university library directors and representatives of the ILL Forum, from the moment of the project’s inception until its establishment as a permanent arrangement, while using the ILL Forum's statistics to show how the removal of ILL fees revived ILL services in Israel.
