הקובץ, אשר מתמקד בהכשרת מורים ראשונית (הכשרה במוסדות ההכשרה ובפיקוחם), בא להדגיש את הצורך בהתמודדות מדינתית וחינוכית עם שאלת הייחוד הלאומי-תרבותי של פרחי ההוראה (המתכשרים) הערבים. הספר שואל בעיקר שאלה פשוטה אשר התשובה עליה מורכבת ונפרשת לאורך כל מאמריו: מה מיוחד בהכשרת המורים הערבים? (מתוך המאמר)
