Abstract
האויב העיקרי שעמו מתמודדות מדינות בימינו אינו מדינות אחרות, אלא צבאות גרילה וארגוני טרור - גופים מזוינים שעוצמתם אינה נמדדת בהיקף הכוח העומד לרשותם או באיכות כלי הנשק שלהם, אלא ביכולתם להוגיע את הצד האחר ולשבור את כוח הרצון שלו. על רקע זה טוענים מומחים רבים שבעימות בין מדינה לארגון טרור או לכוח גרילה, המדינה - המצוידת והגדולה יותר - היא דווקא הצד החלש. המחבר חולק על עמדה זו (תקציר מתוך המאמר). תגובה למאמר ותשובת המחבר עליה מופיעות בגיליון 25: 7-5, 2006.
