Abstract
The current article reviews scientific literature and knowledge on the concept of socio-ecological recovery and restoration. It emphasizes the importance of a systemic examination that includes the human community along with the natural system in recovery/restoration processes and explains the characteristics and importance of socio-ecological resilience. The relationship between recovery and resilience is in a feedback loop: resilience affects the success of recovery, and the recovery process determines the resilience of the system and influences its future. The literature identifies three components that exist before the disaster and influence the success of the subsequent recovery/restoration processes: the development of knowledge, data, and plans; adaptive and effective governance; and social inclusion. The recovery/restoration process after a disaster can serve as a window of opportunity for renewal and the implementation of changes for the benefit of the socio-ecological system in the long term. The conditions for opening a policy window and the benefits of socio-ecological recovery/restoration, accompanied with examples from the context of the recovery of the Western Negev (Israel), are presented in the article.
