Abstract
The Internet may be described as “the technology of freedom” or the “technology of anarchy”. This article focuses on the thin line between anarchy and freedom,suggesting an appropriate regulation of aggressive online behaviors among children and youths to protect this vulnerable population segment.This article provides the data necessary for forming an appropriate public policy that would address aggressive behavior among minors in the digital domain. It provides relevant background information on the phenomenon, maps existing legal models, and suggests reframing these tools to mitigate cyber bullying. The article presents a new“aggravating-categories” model, to feature in criminal law, that would help dealing with online violence among minors, classifying certain activities as falling under the suggested aggravating categories, and as harmful behaviors that should be eradicated by extra-criminal means and merit criminalization (as opposed to other behaviors to which the suggested definition does not apply).
